Fire protection units predetermined for traffic accidents and coverage of the territory of the body department Fire and Rescue South Bohemia Region Český Krumlov.

In my bachelor thesis I focus on the fire protection units that are predestined for traffic accidents and their coverage on the territory of the territorial department of the South Bohemian Region Fire Rescue Corps Český Krumlov. The focus of the thesis is on the area coverage of fire protection units designated for traffic accidents, their equipment and arrival time. In the theoretical part I have presented the distribution of fire protection units on the territory of the Czech Republic, where the types and categories of units are described. The distribution of units is important in terms of area coverage. This topic is also described in the thesis and the parameters that determine the area coverage are given. As the thesis is focused on fire protection units predetermined for traffic accidents, the following chapters of this thesis are oriented on the predetermination of fire protection units in road traffic accidents. The type of predetermination is discussed along with the designation. The distribution of the type of roads in the Czech Republic cannot be omitted. Last but not least, the standards of knowledge in which a member, officer or employee of a fire protection unit is to be oriented and apply in the event of an emergency are given. The last chapter of the theoretical part is devoted to the description of the distribution of fire protection units in Upper Austria and the area coverage in their territory. The types of fire protection units are similar to those in the Czech Republic. The difference occurs in the area coverage, where the territory is divided into classes, which subsequently determine the equipment and the number of members of the unit. The evaluation is chosen in the form of a questionnaire survey of pre-designated fire protection units for traffic accidents from the Český Krumlov district and by examining the available regulations to achieve the objective of this work. The answers of the interviewees are recorded in graphs that show the personal view of the issue of predetermination of fire protection units.
Professional competence of members of units of voluntary fire brigades of municipalities in the district of České Budějovice

This diploma thesis provides an overview of the issue of voluntary fire brigade units in municipalities. Its main focus is on the training of members of the units and the professional competence of commanders and engineers of the voluntary fire brigade units of municipalities. The first part of this thesis brings the basic legislative overview. The structure of the units is described in relation to the area coverage by fire brigade units and the concept of operability is mentioned in the following parts. The voluntary fire brigade unit is also described. By the conclusion of the theoretical part is devoted to professional training and professional competence. The practical part is focused on the level of knowledge of all members of the voluntary fire brigade units. The diploma thesis also points to professional training and professional competence in terms of scope, and whether this expertise is realized in the units at all. The evaluation takes place in the form of a questionnaire survey and test questions at voluntery fire brigade units from the district of České Budějovice. These are respondents from among the commanders of the JPO III and V categories, engineers of the JPO III category and firefighters of the JPO III and V categories, in the total number of 150 respondents. Based on the correct answers from the questionnaire, the average level of knowledge for individual functions and also the level of knowledge of all respondents is determined. As a results of this survey and also from the results of the SWOT analysis, a solution is proposed leading to an increase in the quality of professional knowledge. By comparing the evaluated open questions from the second part of the questionnaire and the SWOT analysis, the scope of the performed training and competence in the units is determined. The fact of training and professional competence in accordance with legal regulations is also determine. The outcome of this survey should be used as a tool to set changes that should lead to more efficient training and professional competence.
Tasks and duties of voluntary fire brigade units of the village in the protection of population

The aim of the work was to conduct research in the field of population protection focused on the tasks and activities of units of the voluntary fire brigade of municipalities. For this purpose, the study of laws, decrees and professional literature focusing on the protection of the population was used together with the use of information obtained from the Fire Rescue Corps of the South Bohemian Region, the Institute of Population Protection, the study of Population Protection with a focus on CBRNE at the University of South Bohemia in České Budějovice and websites focusing on this area. In the theoretical part of the diploma thesis, the relevant laws, other legal regulations, professional literature and other information sources in the field of population protection were analyzed. These include warning and informing the population, evacuation, hiding, decontamination and individual protection. Information on selected emergencies is also described here. In the practical part, records of excursions at the Institute of Population Protection in Lázně Bohdaneč, training of commanders of units of the voluntary fire brigade of municipalities in the South Bohemian Region and expert consultations with members of the Fire Rescue Corps of the South Bohemian Region and selected members of the volunteer fire brigade of Dubičné. Within the practical part, cooperation was established with the authors of selected Internet sources, who provided consent to the inclusion of the QR code of their site in the practical part. Through the Statistical Monitoring of Events, the activity of units of the voluntary fire brigade of municipalities in the protection of the population was evaluated. A set was created that will enable the education of members of the units of the voluntary fire brigade of municipalities in the field of protection of the population together with the support of the activities of the members of the units in the performance of the given tasks.
Readiness of the municipality of Úněšov for dealing with extraordinary events

The topic of the diploma thesis is the readiness of the municipality Úněšov or dealing with extraordinary events. The work is focused on two parts, theoretical and practical part. The theoretical part discusses the issue of municipalities and their solutions to emergencies and fire protection units. Other important concepts, such as the risk of threats and evacuations, which play an important role in dealing with emergencies, are discussed in the theoretical section. In the theoretical part, the data are collected from an interview with the mayor of the municipality, the commander of units with voluntary fire services and the inhabitants of the municipality of Úněšov. The resulting data were evaluated using a SWOT analysis, which is focused on the strengths and weaknesses of the examined group and its opportunities and threats. There were set three targets of the work:: "Determine the readiness of municipal authorities to deal with emergencies", "Analyze the readiness and ability of JSDHO to deal with emergencies", "Determine the readiness of residents to deal with emergencies." to deal with emergencies that cause problems for population due to insufficient radio. Other results show that the unit is ready and able to deal with emergencies. In the case of preparedness of the population, it was found that inhabitants do not know the warning signal "General warning", which is to warn of impending danger, and they also do not know how to behave in this situation. Work is focused on the issue of dealing with emergencies in smaller municipalities, which have not yet encountered emergencies and show weaknesses that should be focused on.. The work can be used to achieve greater preparedness of municipalities for dealing with emergencies.
The cooperation between professional fire unit of central Bohemia region and volutary fire unit with predisposition to traffic accidents.

In the diploma thesis "Cooperation of Fire Rescue Brigade of Central Bohemia Region and Voluntary Fire Brigade Corps Units of Municipalities with Predestination for Traffic Accident Interventions", the author dealt with the evaluation of possibilities of cooperation in traffic accidents between fire brigade units of Central Bohemia and voluntary fire brigade units of municipalities destined for rescue and liquidation accidents. In the theoretical part of the thesis there are given the basic terms from the area of rescue of injured persons from crashed vehicles, legal and internal regulations dealing with this issue and criteria for fulfillment of predetermination for rescue work in traffic accidents - professional training, numbers and equipment with mobile fire equipment and material means fire protection for rescue. The next chapter in the theoretical part is the concrete activities of fire protection units in the type of traffic accident. The conclusion of the theoretical part consists of the existing situation in the Central Bohemian Region - description of transport infrastructure, area coverage of the region by fire protection units destined for rescue work in traffic accidents and statistics of accident rate on roads for 2018, in which the fire brigade of the Central Bohemia Region and units of voluntary fire brigade units of municipalities intervened predestined for rescue work in traffic accidents. The practical part presents the results of the questionnaire survey. For this questionnaire survey, the first representative sample of the survey was selected by the commanders of voluntary fire brigade units of municipalities of the Central Bohemian Region destined for rescue operations in traffic accidents. The second representative sample of the survey was selected by guarantors for individual territorial departments of the Central Bohemian Fire Rescue Service for rescue together with instructors for rescuing injured persons in road accidents at individual stations of the Fire Rescue Service of the Central Bohemia Region. The survey was carried out for a defined set in the form of a semi-structured questionnaire. Individual questionnaires were evaluated on the basis of the survey in Chapter 3. Discussion. This evaluation found that no one is a clear opponent of volunteer fire brigade units in municipalities destined for rescue operations in traffic accidents and their traffic accidents are desirable, but there is still plenty of room for improvement. As a measure to increase the efficiency of cooperation between the fire brigade units of the Central Bohemian Region by voluntary fire brigade units of municipalities with a predestination for rescue work in traffic accidents, it was recommended to newly determine the units of voluntary fire brigades of municipalities for rescue work in road accidents in the Central Bohemian Region where unit of Fire Rescue Brigade of Central Bohemia Region has a long range. Furthermore, it was recommended to create internal regulations regulating the minimum equipment of mobile fire fighting equipment and material fire protection equipment for rescue of volunteer fire brigade units of municipalities destined for rescue work in traffic accidents and to develop a new internal regulation regulating the requirements of training fire brigade units as they are confusing.
The evaluation of professional competence and preparation of the fire-protection members of the JPO III category within the district of Ceske Budejovice

In my bachelor thesis "The Assessment of the Expertise and the Professional Training of the Members of Fire Protection Units Grade III (thereinafter only FPU III) in the District of České Budějovice" I dealt with the level of expertise of the FPU members according to functions they hold in the unit. The evaluation was done in all fire protection units of the 3rd grade in the district of České Budějovice. Members of these units answered questions in a form of an interview survey. The research comprised 13 out of 17 units active in the district of České Budějovice. Based on the answers from questionnaires, the results showed the level of knowledge of some members well below the average. However, some members shone out with their knowledge. Having carried out testing, the level of expertise of FPU III members proved to differ based on the function they hold in the unit. The optimum limit for this work was set to 80 % of expertise. Results show that only 7 FPU out of 13 investigated units have reached the chosen success rate (provided the right answers to the stated questions) of 80 %, which represents only 54 % of units. The chosen success rate in the testing of expertise, i.e. 80 %, was reached by 7 out of 13 tested commanders of FPU, which amounts to 54 %. The chosen success rate in the testing of expertise, i.e. 80 %, was also reached by 10 out of 13 tested fire-fighter machinists, which amounts to %. The chosen success rate in the testing of expertise, i.e. 80 %, was reached by 28 out of 39 tested members of FPU, which amounts to 72 %.
Verification of the intervention procedures according to the Combat order of fire protection units in case of fires of photovoltaic systems

The diploma thesis focuses on the issue of fires of small photovoltaic power plants located on the roofs of buildings. When a photovoltaic power plant is being fired, the photovoltaic system is a very dangerous part of the power generation technology. In this part of the power plant, it is very problematic that the switching off of the electric dc current and the fire-fighters can cause electric shock. In the research part there is description and photodocumentation of the visited photovoltaic power plants, where the tour was carried out with an emphasis on the possible fire of the object. An important part of this chapter is the case studies of PPS fires and electric shocks. In addition, an overview of several fire interventions already carried out on the photovoltaic power plant located on the roof of the building. Finally, the author identified weaknesses for effective and safe intervention and processed the firefighting documentation for the PPSs visited. The discussion contains an indication of the identified shortcomings in the methodological sheets of the Combat Order of Fire Protection Units. The author outlines the possible risks for intervening firefighters at the PPSs visited and compares the elimination of these risks in the processing of firefighting documentation. Also mentions photovoltaic power plants in floodplains and points to potential hazards when flooding the PPS. Finally, a proposal is made to modify the Combat Order of Fire Protection Units and measures to ensure greater security of firefighters during fires of photovoltaic power plants.
Protection of the population of the selected territory in view of the feasibility study

This thesis and the feasibility study, which is attached to the thesis, solves the complex issue of the technology rehabilitation in the unit of the voluntary fire brigade of the village of Solenice using a subsidy program for the purchase of a large-capacity tank syringe with use for the cadastre of the municipality of Solenice. The aim of this work is to prepare a risk analysis for the cadastral territory of the municipality of Solenice in connection with the document entitled "Feasibility study", which is an indispensable part of the documents for submitting the application for the data title for restoration of obsolete fire fighting equipment in the municipality. This document focuses on the description of the cadastre of the village and its unit, its layout and its significance from the point of view of the IRS, which is based on the plan coverage of the fire protection units. This paper deals with the necessary documents focusing on the application and the successful realization of the project in order to restore the fire technology in our village and thus to improve the unit's operational capability using the newly acquired technique. This document will save the municipality to make a Special Assessment and will allow the savings to invest in other projects according to the current grant calls and needs of the municipality.
Basic knowledge of firefighters in the unit voluntary municipal fire brigade

In my Bachelor Thesis "Basic knowledge of the firefighter in the unit of the voluntary fire brigade of the municipality" I dealt with the level of professional knowledge of members of the units of volunteer municipal fire brigades. To evaluate the level of expertise, three units of volunteer fire brigade were selected as a representative sample and subjected to the verification of their expertise in the form of a written test. All selected and tested units belong to the Mlada Boleslav Territorial Department and these are Category III Fire Units. On the basis of the tests carried out, after the evaluation of the tests, it was found that the level of expertise of the members of the voluntary municipal fire brigade units was insufficient. Only 30% of the members of the volunteer fire brigade units of the municipalities tested were "successful". Due to the unsatisfactory result of the testing and therefore the low level of expertise of the members of the municipal volunteer fire brigade units, it is proposed to amend the Guideline of the General Director of the Fire Brigade of the Czech Republic No. 3/2014 on the training and professional competence of members of Volunteer Fire Brigade of the municipality and Volunteer Fire Service of company. Units. The aim of the proposed modifications is to make the training more effective and thus to increase the level of expertise of members of the municipal volunteer church corps units. The theoretical part describes the history of professional competence and the implementation of training, the training of members of the Volunteer Municipal Firefighters' Units and its legal regulation. The difference between basic and regular training, including their solution and focus, is described. It also describes the training of commanders and engineers and specialized courses for members of the Volunteer Fire Brigade units of municipalities. At the end of the theoretical part is described the physical preparation of members and performing verification and tactical exercises.
The provision of fire protection in selected hospitals of the Capital City of Prague.

The aim of this work is to map fire safety in selected hospitals in the capital city of Prague. The main aim is to answer whether is the fire protection by the corporate fire brigade unit considering the vastness of the area and the number of beds measurable benefit for the fire safety of medical facility. Custom work is also examined whether the unit is reduced by the presence of the corporate fire brigades in the hospital requirements for fire protection using dedicated kinds of firefighting equipment. Another part of the research is dedicated to the fact whether is the load of the fire rescue service (FRS) of the capital city of Prague reduced by the presence of the corporate fire rescue service in the hospital and thus has to adjust the area coverage? In the first part of the thesis is summary of the regulations in the area of fire prevention. Above the Law on Fire protection and the Ministry of Interior Decree on fire prevention. There are described in detail obligations of legal entities and individuals, competence and training of fire protection. From the perspective of repression is described by the distribution of fire protection units, and also their rights and obligations. For purposes of this thesis is defined by the fire and method of propagation of fire. This will take the necessary measures to prevent its spread. Solution is also the fire safety of buildings according to the CSN 73 0802 Fire protection of buildings - nonproductive objects. Specifically resistance of structures and the use of fire safety equipment. It is important to define the hospital as a medical facility and its basic characteristics and distribution. They are described in detail in terms of medical facilities and fire safety through technical standard CSN 73 0835 Fire safety of buildings - Buildings for health care facilities. Rated objects are the Motol University Hospital, the University Hospital of Royal Vinohrady and Thomayer Hospital, all with headquarters in Prague. The main criteria for the selection of the hospital's number of beds, number of patients treated and the site area. Another criterion is the number of employees and the difficult conditions for intervention. At first, the comparison parameters hospitals for fire prevention, such as the number of professionally qualified persons, the number of trainees, preventive fire patrols. In the Motol University Hospital are installed sprinkler system and a special spraying equipment and also there is an entity of its own corporate fire rescue brigade. The next section analyzes the number of incidents in each hospital complexes or the number of fires. We found a relatively large number of fires in the Motol University Hospital. And with an average of 5.7 fires per year in the past decade, compared to 0.3 fires in the Thomayer Hospital and 1.0 of fire in the University Hospital of Royal Vinohrady. Space is analyzed with the most complex variant of fire, especially the requirements for forces and resources. The results are compared to their inclusion in areal coverage depending on the degree of danger cadastral municipality. In all three cases, these conditions suit. The result of the research is that the selected areas of hospitals in the capital city of Prague in terms of fire protection are at a very high level. Whereas there is the unit with its own fire protection or not. Its presence is a matter of fire protection concepts during the design of the hospital complex. Establishment of fire protection units in hospitals, where it currently is, would only increase the comfort of visitors and hospital patients on the one hand and financial wastage on the other. Functioning FRS in the Motol University Hospital is an objective benefit for the fire safety of the hospital complex. Analyses of the current state of the recommendation by the FRS of the capital of Prague conduct more tactical exercises, mainly in the hospital where they have their own fire protection unit.
